My City is about 15 miles south of Seattle with a population of about 120,000, a small historic downtown, and LOTS of suburban development surrounding it. The City is revising its transportation master plan and we’re now discussing functional classification and I’m looking for more information, ideas, or resources about planning to avoid stroads and have more streets or roads.

Hi Erik! I am in Seattle, too but in the downtown metro area. When I worked in Brooklyn, NY we used a strategy called contextual zoning in the historic districts. This shifted the focus of the neighborhood and diverted traffic to some degree. It might be something to look into in this situation.
