Traffic Calming for a 4-Lane Road

I enjoyed the webinar on Tuesday. Like others have mentioned, I am interested in the grassroots incremental fixes or projects that answer, "what is the simplest thing we can accomplish right now"?

Obviously, not all communities welcome citizens planting trees or painting lanes. I really dislike "stroads" and four-lane roads that are surrounded by sidewalks in a poor attempt to make places "walkable".

How can citizens communicate to decision makers without getting the response that these roads meet "the standard"?

Incremental projects

Is there a risk of incremental projects being used by city staffers and politicians as a 'distraction' from larger city issues? I.e.; 'look at the trees the caring citizens planted!', meanwhile there's another (unneeded) Stroad being built in another part of town.
